A school bus of excited special needs kids arrives at a popular fishing hole on the Lisha Kill on a recent field trip to stock trout in Schenectady. But the kids’ hopes for stocking the stream are quickly dashed. They learn the Department of Environmental Conservation's new “Stream Access Verification Program” removed the location from the stocking list.
