Wake surfing has become a scourge on many Wisconsin lakes, and Richard and Carol Phillips are trying to help local communities prepare for the onslaught of the big boats and havoc from waves they create.
Richard Phillips, 68, a retired lawyer and Carol Phillips, 67, a retired civil engineer, of Presque Isle in Vilas County, are concerned about the growing threat of the new boats that put out unusually big waves.
