For very good reason, ammunition assembled in a factory will never match the benchmark attainable for hunters who load cartridges by hand.
The primary goal of the Sporting Arms and Ammunition Manufacturers Institute is to ensure that every firearm and round of ammunition is safe to use, and officials at the institute understand that machines cannot reliably drop an exact gunpowder charge into every case moving along an assembly line. Therefore, gunpowder charges may be low by several grains but never higher than the maximum allowable for the powder being used.
