Minnesota, Missouri use sales tax to fund conservation; should Wisconsin follow suit?

Hunting, fishing, and trapping licenses have traditionally provided most of the funding for state natural resources departments, but as license buyer numbers fall and are expected to decrease even more, some states have made efforts to bring in support from more citizens – such as developing unique programs involving sales tax.
Minnesota and Missouri are two examples where a slight increase in state sales tax now funds conservation programs.
