Pennsylvania’s Deer Management Assistance Program – DMAP – was designed for landowners to address deer overpopulation problems on private property. Unfortunately, it has turned into a sneaky way for the Department of Conservation and Natural Resources and most recently the Game Commission to further reduce deer numbers on public land above and beyond the allocated quota.
