Lower-than-expected elk numbers in Minnesota DNR survey prompts decrease in available tags for 2025

After conducting the 2025 elk survey earlier this year, Minnesota DNR officials decided that offering only four elk tags for the state’s hunters was an appropriate number – and a cautious approach – given the winter population survey.
“Lower-than-expected abundance was the primary factor playing into this year’s lower number of permits for state hunters,” said Blane Klemek, the DNR’s northwest region wildlife manager.
