After stagnating for months, the possibility of an Asian carp barrier at Lock and Dam 5 in southeastern Minnesota rose like a phoenix last week.
An upbeat February state budget forecast means more sales tax dollars in Lessard-Sams Outdoor Heritage Fund coffers, and there’s one item on the council’s agenda on Tuesday, March 26: a Mississippi River carp deterrent. The proposal isn’t a lock, but proponents of the new funding mechanism are upbeat.
